Recently, multiple departments have successively introduced special support policies, injecting momentum into the green ship industry from multiple dimensions such as R&D subsidies, tax incentives, and financing support, driving the shipping industry to accelerate its transition toward low-carbon and zero-carbon directions, and providing core support for China's transportation sector to achieve the "dual carbon" goals.

I. Policy Intensification: All-Round Empowerment of the Green Ship Industry Chain

        The newly introduced green ship support policies cover the entire industry chain including design, construction, operation, and supporting facilities, forming a complete support system. On the R&D side, the policy clearly increases R&D investment subsidies for key green ship technologies, focusing on supporting innovation in areas such as new energy power systems (e.g., lithium batteries, hydrogen fuel, ammonia fuel), energy-saving hull design, and carbon capture technology, encouraging enterprises to jointly build R&D platforms with universities and research institutions to break through core technical bottlenecks.

On the construction side, tax reductions and financial subsidies are provided for new construction and retrofit projects of green ships that meet standards. For example, ships using new energy power systems receive subsidies based on a certain proportion of construction costs; enterprises that carry out energy-saving retrofits of existing ships (such as installing desulfurization devices, optimizing hull lines, and replacing high-efficiency propellers) can enjoy policies such as immediate VAT refunds and corporate income tax incentives, effectively reducing enterprises' retrofit costs.

        On the operation side, policies guide shipping enterprises to prioritize green ships through mechanisms such as carbon trading and energy efficiency labeling. On one hand, ship carbon emissions are included in the national carbon market, and carbon tariffs are imposed on ships exceeding emission standards, forcing enterprises to replace low-carbon ships; on the other hand, a green ship energy efficiency labeling system is established, providing operation subsidies and priority port berthing benefits for high-energy-efficiency ships, enhancing the operational economy of green ships.

        In addition, financial institutions are also encouraged to increase their support for the green ship industry, launching financial products such as special credit, green bonds, and insurance, providing long-term stable financial support for enterprises and solving funding difficulties in the R&D and construction of green ships.

II. Market Response: Green Ship Demand Continues to Grow

        The continuous release of policy dividends has directly driven the rapid growth of the green ship market. According to data from the China Association of the National Shipbuilding Industry, since 2025, China's new green ship orders have increased by more than 50% year-on-year, with the proportion of new energy-powered ship orders rising from less than 10% to more than 25%, becoming a new growth point in the ship market.

        In the field of new energy-powered ships, projects such as lithium battery-powered inland waterway ships and hydrogen-fueled ocean-going ships have been launched one after another. For example, China's first 5,000-ton hydrogen-fueled container ship has completed design and is expected to enter operation in 2026; multiple lithium battery-powered inland bulk carriers have been put into operation, achieving zero-emission navigation on inland waterways such as the Beijing-Hangzhou Grand Canal. These ships not only achieve zero carbon emissions during operation, but also have advantages such as low noise and low maintenance costs, and are widely favored by shipping enterprises.

        In the field of energy-saving ships, through technologies such as optimizing hull lines, adopting lightweight materials, and installing high-efficiency propulsion systems, ship energy efficiency has improved by 20%-30%, becoming the mainstream direction for existing fleet retrofits. Many shipping enterprises stated that with the support of policy subsidies, the operating costs of energy-saving retrofitted ships have been significantly reduced, with the investment payback period shortened to 3-5 years, and economic efficiency greatly improved.

        At the same time, the green ship supporting industry is also welcoming development opportunities. Enterprises producing core components such as motors, batteries, hydrogen fuel cells, and carbon capture equipment have increased R&D investment one after another, gradually achieving domestic substitution, breaking the technological monopoly of foreign enterprises, and providing guarantees for the independent development of the green ship industry.

III. Long-Term Significance: Helping the Shipping Industry Achieve "Dual Carbon" Goals

        The rapid development of the green ship industry is not only an important opportunity for the transformation and upgrading of China's shipbuilding industry, but also a core path for achieving the "dual carbon" goals of the shipping industry. As one of the important sources of global carbon emissions, the shipping industry accounts for about 3% of total global emissions, and promoting the low-carbon transition of shipping has become a global consensus.

        As the world's largest shipping country with the world's largest merchant fleet, the development of green ships is crucial for China to achieve its "dual carbon" goals. Through policy guidance and market promotion, the popularization of green ships will effectively reduce carbon emissions from the shipping industry: according to estimates, by 2030, if the proportion of green ships in China reaches 50%, shipping carbon emissions can be reduced by about 150 million tons, equivalent to the carbon sink of planting more than 4 billion trees.

        In addition, the development of the green ship industry will also drive the upgrading of related industrial chains and create new economic growth points. From ship design and construction to supporting equipment production and operation services, the green ship industry chain covers multiple fields such as high-end manufacturing, new energy, and new materials, which will create a large number of jobs in China and promote the economic transition to green and low-carbon.

        At the international level, the development of green ships also helps China gain a voice in global shipping governance. As the International Maritime Organization (IMO) continues to tighten ship carbon emission standards, countries are deploying green ship technologies one after another. Through policy support and industrial investment, China has formed certain advantages in fields such as new energy-powered ships and energy-saving technologies, contributing Chinese strength to participating in international shipping rule-making and promoting global shipping low-carbon development.

        Looking ahead, with the continuous implementation of policies and technological progress, green ships will gradually become the mainstream of the shipping market, and China's shipping industry will also enter a critical stage of low-carbon transition. In this process, policies, enterprises, and research institutions need to work together to promote green ship technological innovation and industrial upgrading, injecting new momentum into the sustainable development of the global shipping industry.
